Part of the Poly Seal plastics plant in the Baltimore suburb of Dundalk was shut down in early October after three employees contracted Legionnaire's disease, one of whom died several days later. The closure idled about 235 employees while health officials conducted tests on hot water, air conditioning systems and other areas.
