Barbara Higgenshas been named as the new executive director of thePlumbing Manufacturers Institutebased in Glen Ellyn, Ill. Higgens has had 20 years of experience in corporate marketing, advertising and media relations. One of Higgens' first priorities will be to establish a new permanently staffed PMI headquarters in the Chicago area.

BFGoodrich Specialty Plasticsannounced the appointment of Neal Sugarman as national sales manager of the Plumbing Products business unit's FlowGuard® GoldT CPVC. Sugarman has spent 15 years in sales and marketing, most recently working for Kinetico Incorporated in Newbury, Ohio.

William W. Schreiber has been appointed the new Director of Research and Testing of the International Association of Plumbing and Mechanical Officials. Schreiber comes to IAPMO with 20 years as a senior sales and marketing executive in the cast iron soil pipe industry.

Sparco Inc. has promoted Robert Castle as manager of engineering. In his new position, Castle will be responsible for new product design and product engineering for mixing valves, zone valves, flow control valves, air elimination valves and expansion tanks.
